There are not so many foreigners in Taiwan as you have thought. Most foreigners are short stay or travelers.
Yet there are quite a good amount living and working in Taiwan. Most foreigners I have met live in Tienmu.
Most of them have their own groups of friendship, in which they share their common habit, interest and culture.

There are few foreigners who are completely open to Taiwan's/Asien's culture. They do have a lot of Taiwanese friends. lol

I am not saying it is impossible. It is just not that easy. You have to understand their culture, traditions, habit and interest first. And then try to find common things to share with them. It is just like any friends you have. Why are they your friends, because you and your friends share the common interest and common views.
Most important is to keep your identity and be who you are and not try to change to get a benefit.

I have been living in many different countries and continents. It is easy for me to get along in a new environment, culture, etc.
I share common interest with all different cultures.

Important for you is to improve you English and maybe live, for example, in Europe or in the US for a year or longer to learn differences and to discover things that you might never know that it could interest you. Wink
