I have noticed, that some Taiwanese like to use the word "too" in a sentence to describe positive meanings.

In English, using the word "too" is NEVER positive. It has always a negative meaning.

Although you might like to heal some one talk a lot. But if you say he/she talks too much! It means too over, over your limit of acceptation.

too = over your limit of acceptation, and it has a negative meaning.
No matter in which sentence you use it.

He has too much money. Also negative! It means like.. He has so much money that he is blinded by his riches or he is afraid to go out, etc...
It has always a negative meaning.

Positive meaning could be:
He/She talks a lot.
(does not mean always negative, could be use for positive or just a statement.)
My son is 3 years and he can talk a lot. (Positive)
My son is 3 years and he talks too much. (Negative, bad behavior or you feel annoyed)

He has a lot of money!
He has too much money.

Try to write a statement, use too as negative.
I begin:

He doesn't have real friends. His real friends keep distance from him. Those new friends pretend to be his friends. He has too much money.

She loves to eat chocolate. She eats chocolate everyday. But if her mother asks her to finish a lot of chocolate at once, she will feel it's too much. That will make her vomit.

He enjoys to work working in the car so he becomes a taxi driver!
He drives whole the day and chats to his customers happily.
But one day when he vomits in his car, he suddenly knows that he drives too much!!!
Forgot to put "s"...

He likes to play computer! During the summer vacation, he played too much!!! That made him get blind

He likes to drink wine. But he drinks too much. So tomorrow he can't get up early.
